abusing drugs while on disability

I have a family member who is on disability, she was put on disability a few years back. Since then, she has become a major drug addict and alcoholic. She lies on all her disability forms about where she lives, who she lives with, ect. she is supposed to be on bipolar medicine and refuses to take it. Our family has tried so hard to get her back on track, but honestly were all sick of trying to help. Another of my relatives is her "payee" and dosent want to be. Simply for the fact that she knows where the money is really going too. And she dosent want to be held liable. What should we do?
