How do I file a complaint

My brother was approved for SDI in May of 2011. He received a lump sum payment check for 21,000 in September of 2011... My brother does not have a checking account, so I deposited the check into my account for him...

My bank sent me a letter telling us since he is not a signer on the account that they could not accept the check. They did not return the original check, instead they sent me an image of it.... No one in town would touch the image. We contacted the Soc Sec office via their 800 number, we were told by the rep that he sent a message to some dept with questions on what we need to do to get a replacement, he told us it would be 30-60 days before we would get a response.

After 30 days, we called again and again the rep sent a message off to some dept and said they had 30-60 days to respond. After 30 days, we again called, I was able to speak with a rep that advised me that the issue was in the reclaimation dept and it would be at 30 days for them to reclaim the funds, she also took all my bank account info so they could track the transaction.

Again, another 30 days... In January of 2012, we again called the 800 number, the rep that took our call, tells us that she was processing the payment electronically and their would be a credit on my brothers direct express card for the amount due, in 3-5 days... After 5 days, nothing was credited. We again called the 800 number, talked to a rep that said to wait a few more days and if was not credited to call our local office. We waited another 3 days, called the Antioch Office (our local office) and spoke with Judy , she advised that she didnot see any such transaction completed.

I asked to speak to her Supervisor, she put me on hold for 15 minutes and returned with in talking with my Supervisor, she will process the payment and my brother should received payment in 3-5 days. Another 5 days passes, we call the local office again, went to Judy's voicemail and left a message, no return call. Called again, left another message, no return call.

Called the office's direct line, spoke with Leigha? I explained the situation to her, she said that the payment was processed 3 times, and at one time it was rejected (by whom, I don't know). She took the issue to her Supervisor (Ms. C). Advised us that Ms C will be calling the payment center Supervisor to get this resolved and would call us back in a few minutes.

After 4 hours, no call, we again called the office and again spoke with leigha, she remembered speaking to me and said, she hasn't called you back yet? I said no... she put me on hold, went and talked with Ms Carter and came back to the phone, advised that Ms C did contact the Supervisor at the payment center and all was rectified and we should see payment in 3-5 days....

Here we are again, no payment. I have left Ms C two voice mail messages and no return call.... I am at my wits end with this organization, if anyone can help me get this resolved, it would be greatly appreciated!

That I Came into the building at that moment I and my wife ant up to the second floor to the social security office and then the security guard asked if anybody had weapons on them I and a lady behind me said yes the security officer took the weapon from me and he lady I was sent to my vehicle to put it back then he said I will filling out a warning for you I'm upset do to the fact it states no wear in clear view that its a federal building and no weapons are allowed until u reach the door passed the security officer bull shit it needs to be stated when we get off he elevator or when walking into that building cause you giving tickets and or warning to people and states it no wear any lawyer would you u guys up in court and the fact the lady that had the taser behind me did not get a warming he held it for her give me a break

I'm absolutely appalled, for the disgrace and manner I was treated by the Social Security office of United States of America. I was on hold at two different times being disconnected by both.
I was treated like a 61 year old idiot. I'm ashamed by the way my questions were handled.
I would love for some help.
