help

my brother was diagnose with schizophrenia and gets ssi because of this and he lives with my father who is responsable for him and gets his checks in his name but my father has alzheimer and is not with it .so my brother cant be responsable for him because of this but i dont know how i can go about getting this information. i had the department of ageing there to see how bad it was but they did not know how i could get the information about the ssi to prove my brother cant take care of my father to get my father away from my brother.please tell me who i can call to talk too. thank you
