Permanently Bed-bound, can't to to ssi office for regular case review

A friend who has had rheumatoid arthritis for many years can not go to her regular SSI reevaluation at the office at 2045 Allston Way in Berkeley Calif. The increase in her disability level is permanent, she cannot get out of bed. She has been on SSI for many years.

She got the usual letter setting an office visit on May 14, 2013, there's no way she can go to the office other than being carried on a stretcher in an ambulance. She did try talking by phone to someone at this office, the person was very unhelpful.

The system must be set up for SSI recepients who are home/bed bound and unable to attend the office interview? Or is this asking to much? The change in her disability level is permanent.

Can the interview be done by a combination of phone/mail?

We really need help with this situation, can someone advice as soon as possible?
