I just got married again and wanted to keep my late husband's surname/last name. SO I WANTED TO HYPENATE IT WITH MY NEW HUSBANDS'S SURNAME/LAST NAME. He is ok with it. Do they allow it here in Saint Louis, Missouri? Is there a process for this and where? Please help, i will really appreciate it. Thank you.
Name change process
Name change due to marriage is normally straight-forward. The Missouri web site below indicates a (new) marriage certificate is needed for driver license change. I am sure hyphenated names are not uncommon.

See here for information on changing your name for Social Security purposes. Again, a new marriage certificate should suffice.
