I HAVE 30 YEARS WORK IN SOCIAL SEC. AND WILL HAVE 17 YEARS IN OPERS. HOW DOES THIS WORK, WILL I GET A SS CHECK AND MY OPERS REITREMENT. DO THEY HAVE A GOVERMENT OFFSET OR WINDFALL THAT WOULD AFFECT MY BENIFITS?

Looks like OPERS could mean Ohio or Oklahoma Public Employees Retirement System. We're not too familiar with the details of either program, so you'll want to check with your benefits office for your particular case.
The Windfall Elimination Provision primarily affects you if you earned a pension in any job where you did not pay Social Security taxes and you also worked in other jobs long enough to qualify for a Social Security retirement or disability benefit.
