2009 stimulas for people who worked for state schools

ok, i worked for the state of ohio college...i am retired on medical disibility,,and cant get social security because i worked for the state.why dont i get a stimulas payment

The payment is meant for Social Security and SSI recipients. Also, beneficiaries of the U.S. Department of Veterans Affairs or Railroad Retirement Board may be eligible for these one-time payments.

DO VETRANS RECEIVEING DISABILITY NEED TO FILE ANY FORMS TAX RETURN ETC?
