It's not clear what the employer is trying to do. If you work for two employers in a year, and your total wages are greater than the Social Security earnings limit ($106,800 in 2011) you may have excess Social Security taxes withheld -- and be entitled to a refund.

However, the claiming the refund is up to you when you file your income taxes, and should not concern your employer.
