I have a couple of questions that I cannot ask SS due to being deaf and the TTY service refuses to relay to SS due to long holds.
I've been told I have a right to receive my benefits directly, however for reasons I am unaware of they been going directly to my mother for over 15 years. Where can I write to find out why I wasn't informed of the reason for this arrangement or given an opportunity to appeal; to learn what factual evidence SS used to determine I could not receive my benefits, and how such actions could occur without my knowledge.

Sounds like your mother is your "representative payee". Representative payees are typically appointed for minors receiving Social Security benefits or adults who may have trouble managing their affairs.
