A friend of mine, who lives in public housing, applied for SSI 17 months ago. The city employee that was supposed to file his application lied, and did not do it. She told him for months that she was waiting on Social Security. Finally, 4 months ago, he made a stink and his application was filed and accepted. But he has lost all of those months of back pay. Does he have any legal recourse? Thank you.
