I will be receiving a lump sum voluntary severance and early retirement offer effective on the first day of 2013. Will this lump sum received in mid January 2013 count as "earned wages" for 2013 that would more than offset SS payments for a person 63 years old?

The document does not definitively state that severance payments are exempt from the earnings limit. Rather, you are encouraged to contact the SSA for a determination.
Note also that there is a special rule for the earnings limit in the first year of retirement :
