I'm not sure what you mean by "exempt from paying federal income tax". Note that the 2009 $250 stimulus payment is not taxable income.
If you owe back taxes the payment may be withheld to offset your balance due. The law requires the Department of the Treasury to deduct delinquent child support and debts owed to state and Federal agencies from the one-time payment. The one-time payment will not be used to collect Social Security or Supplemental Security Income (SSI) benefit overpayments.
