SSC replacement issue

I'm trying to replace my social security card, which had been lost over time from moving into new homes. I have filled out the application and have all the required papers EXCEPT for my state ID or driver's license.
I do not have either of those, thus the reason I need a SSC. I'm a bit confused since I'm required to have that to get an ID yet to get a replacement I need to have my ID.
As you can see, I'm in a bind.

Is there any way I could simply get my social security card without my ID or driver's License??

As proof of identity, the SSA generally likes to see one of the following :

  • U.S. driver's license
  • U.S. State-issued non-driver identification card
  • U.S. passport

However, if you don't have one of the above, the SSA may accept other ID forms such as :

  • Employee identification card/badge
  • Health insurance card (not a Medicare card) or Medicaid card
  • Certified copy of a medical record
  • Life insurance policy
