I am B1 position to come to U.S from China , and can I get the social security card here so that I can take a exam for drive liense.

Generally, only noncitizens who have permission to work from the Department of Homeland Security can apply for a Social Security number. If you do not have permission to work, you may be eligible for a SSN only if the law requires you to provide a SSN to get general assistance benefits you already qualified for.
You cannot get a Social Security number for the sole purpose of obtaining a driver's license.
