I need a letter of ineligibility for a social security card. I am a non citizen in the country on a foreign exchange student visa. I need the letter to get my drivers learner permit in Utah. Can I get the letter if I go into the Social Security office in Salt Lake City during regular business hours?

Your situation in Utah sounds similar to Vermont. Below is an excerpt from an SSA policy manual describing how to handle this. At least the SSA offices in Vermont were instructed to provide such a "letter of ineligibility" for a Social Security card.
The DMV requires that all drivers' license applicants who do not have an SSN apply for one or present a foreign passport and appropriate visa or documentation to validate their ineligibility for an SSN. The DMV refers applicants without documentation of ineligibility to the local SSA office to apply for an SSN. If you are unable to process an SS-5 to assign an SSN because the applicant does not meet all requirements (e.g. not authorized to work in the U.S.), the DMV may still issue a driver's license. However, you must provide the applicant with written notice explaining why a Social Security number cannot be assigned. Use form SSA-L676 to indicate the reason you cannot assign an SSN and issue a Social Security Card. (RM 00204.330C.)

I'm in the same situation, do I apply for a SSn card, will they automaticly send me a ssal676 (i know im not eligable for a number). Im living here on a H4 visa
