Underpayment and retirement benefits
Sounds like your step-daughter was approved for retirement benefits. This generally means she's age 62 or higher.
I have not seen anything with respect to an underpayment ("back pay") for Social Security retirement benefits. Generally, if you delay receipt of retirement benefits, you receive a larger benefit and the larger benefit removes the need for "back pay".
You may want to appeal or otherwise consult with the SSA if you are not happy with thier decision.

backpay
she is only 25 years old.and any question what kind of medical is she eligible for.medicaid or medicare?
Back pay - Medicare / Medicaid
Medicare is a Health Insurance Program for people age 65 or older, some disabled people under age 65, and people of all ages with End-Stage Renal Disease.
This page will help with Medicare eligibility :

Medicaid is health insurance that helps many people who can't afford medical care pay for some or all of their medical bills. Medicaid is administered on the state level. See this link to find information on Medicaid for your state :

Retirement benifits denied
In 2009 my husband applied and was approved for SS retirement. In 2010, I applied and was denied and his benifit was taken away. The reason was that because we were owners of a c corp we were making too much money and were not retired. The business was failing and we were taking less salary than allowed. We appealed but dropped it because we did not want it to interfere with the process when we closed the business.
We closed the business Nov 2011, applied again giving them our disolution of the corp. After hearing nothing in May 2012 we called and got differing answers. Finally someone from SS helped and deposited 2 months payments(my husband's and mine base on being his wife) until the payment section of SS could finish oue claim.
I just received a litter from SS saying they had deposited $817.70 for what they owed thru April and that I had to payback my payment and that I would get $405.00 a month. 2 years ago, my payment would have been $829.70 ( $488.80 for my earnings plus $340.90 as a wife.
How can the amount 2 years later be lower, can they deny me what is due as a wife, and don't they owe us from the time we applied which would be 4 months not 2.
We have not heard anything on my husband'd claim which was submitted a week before mine.
Your husband might be able to
Your husband might be able to check the status of his application at the following :
https://secure.ssa.gov/apps6z/IAPS/applicationStatus
He will need a "Confirmation Number" provided by the SSA for this.
Depending on the outcome of your husband's claim, you may wish to appeal decisions made by the SSA. The following describes the appeals process :
